JB Weld is good stuff, but I wouldn't trust it in that situation. I've had joints come apart that I "welded" in place, mostly due to vibration. If you have this tank out in the sun the heating and cooling cycle of the day and night is liable to cause enough expansion and contraction to break the seal on the "weld", and the mess will be horrible to clean up.
If the tank isn't thick enough to drill and tap, I think REAL welding would be your best solution.

I can only think of one other "easy" way to be able to drain water from your tank without welding or faberication and that is to drain at the fuel filter. This is the way that I am most familar with. Otherwise you are going to have to remove the tank and take it to a welding shop that will weld on a fuel tank and have them install your drain. Don't forget to make sure that you drain the "water" away from the tractor and any heat sources that might cause the fuel to ignite!
