Oil & Fuel Fuel Pump Sputtering won't bleed properly

My tractor died yesterday so I checked the fuel line and noticed it had a lot of bubbles in it. I thought it might have a clogged fuel filter. I replaced it and tried to bleed the system. The fuel pump continued to sputter and I never could get it to shoot out a clear stream of diesel. Any ideas?

did you bleed at the fuel filter ?? does it have a bleed screw at the filter ??
