fuel filter

I have had this used tractor for a couple of months now and I am changing all of the fluids since I don't know when they were changed last. Here is the fuel filter. It looks horrible and there was lots of sludge and dirt in sediment bowl. It took me 5 minutes to clean bowl and change filter. It cost me 6 bucks for a new filter and o ring. Why wont people do this more often. My tractor has over 3000 hours on it.

Sorry, I meant to change that fuel filter before I sold the Hoyt Clagwell tractor but I needed milk for my corn flakes.
I forgot to check my air filter in over 400 hr., Couple weeks ago while checking this that and the other thing, I gave the outside air filter a look see, was white when I put it in, now it was a dark brown, not sure what cause the color change so I replaced it with another white one.
