When mowing the blades slow down then speed up when I stop. Since I replaced the clutch last year, i don't think that is the problem. Probably just need to replace the belts. On further inspection the lower shaft drive is moving around. Which would make sense why the belts are loose. So is the lower shaft suppose to move?
