The caustic soda is a clue... The anti cav addatives are deffinately PH mods...

Caustic soda is Sodium hydroxide. If you mix Sodium hydroxide with rusty water the rust will settle out as sludge and the water will be rendered a "rust inhibitor". :thumbsup:
