Foton 404 Hydrolic steering seals - Replacing them

I have had a good look at the hydrolic ram and for the life of me I can't see how to remove shaft in order to get at the seals.
Has anyone any clue on this?

Could you take a couple of pics of the cylinder, everyone that builds cylinders seems to have a different idea on how to retain that packing gland

Pictures of the complete cyl may be needed to confirm but I suspect it's a welded assembly.
Often times they can be cut open and repaired.
