rebuilt carburetor set float choke been set but when cold will not start unless i spray starting fluid in it first and hold choke on and off till warmed up ??

You may want to check the timing, point gap, etc.

Start at the beginning, make sure all 3 of the screens in the fuel system are clean. Remove to plug from the bottom of the carb and be sure you have a full flow through it. Also pull a plug wire to be sure you have a BRIGHT BLUE spark and not a weak yellow spark.
