Silly question... but I can't easily remove the (broken and taped) steering wheel to replace with a new one. I've lubricated and tapped the underside with a hammer, but I don't want to force it and cause any damage. I don't see any set screw or spline that needs to be removed. Any suggestions?

Welcome to the site! Concerning the question I'd try using a gear puller or pulley puller and tap on the under side when you apply pressure with the puller. I'm not fully certain but it's probably a tapered spline. Also, you might try your question in a repair or tractor specific forum here on TBN. Good luck and post some pics when you can.
