I split my 7600, mainly because the PTO doesn't stop turning. It turns out that the problem was a small pin that holds / tensions the band. This lower pin holds the band to a lever that is actuated by the brake piston. The upper pin is held in by a cotter pin. The lower pin is held in by nothing??? I found it laying in the bottom of the case.

I also noticed that the backlash on the ring / pinion seems excessive. I cannot find any information in the book describing the tolerances for the backlash or how to adjust it. Are there shims somewhere?

So, are the ring and pinion just not adjustable? I'll bet someone has seen the pto brake band pin fall out before. Any thoughts?
