I can't get the PTO on my newly acquired 1993 Ford/New Holland 545D to disengage. The tractor has the 8X8 transmission with power shift. I disconnected the linkage and moved the PTO lever at the trans. casing. The lever moves through the full range but the PTO continues to run. I made sure that the shaft that enters the trans housing also moves with the PTO lever clamped to it. Any ideas?

that lever just controls a valve that locks the pto clutch plates together to drive the pto shaft, it also has a pto brake that is supposed to keep the pto from turning when not engaged. I would venture a guess that the little brake pad has worn out or the disc are slightly warped and giving some drag. I'd bet on the brake (item#19 in attached drawing)

That exploded diagram shows an almost identical setup to my 4100 that is currently undergoing an overhaul, I had the same problem (along with a multitude of other hydraulic problems). Without a load on the PTO, it would rotate whether engaged or not, but would only drive an implement under load if the PTO clutch was engaged. It's just the inherent drag in the clutch pack making the output shaft rotate.
The brake is applied by spring pressure and released by hydraulic pressure when the PTO clutch is engaged. If you can rotate the PTO shaft with the tractor not running, it's probably the little brake pad that is worn out. I don't think you can replace the pad without splitting the tractor at the gearbox / axle.

I'm thinking you are correct. I hooked up my snowblower (unloaded) to the PTO and, although it still turns, it rotates much faster with the PTO on. The tractor has not been used much over the past 3 years with only about 12 hours accounted for during that period. Maybe after I use the snowblower regularly this winter the clutches will loosen up. Anyway, at least it's easy enough to just disconnect the implement driveshaft when I'm not using it. I also want to thank you for the link to the online exploded parts diagram. Having a searchable parts manual that is so convenient to use is a definite plus.
