Ford 4000 3 point hitch either up or down

Hi all!
I have a 1967 Ford 4000 with a bucket. The problem is that the 3 point hitch is either in the up position or the down position, it will not adjust and stay anywhere in between. The bucket works just fine which leads me to think the hydraulic pump is working.
New fluid, new external filter.

Would like to get this fixed cause it make brush hogging difficult.

Find the draft/position selector lever and put it in the position setting. Short lever protruding from the Rh side of the 3PT hitch cover.

Another piece of useful information that one would find in an operator's manual.

I would have to go out and look, but I think the position/draft lever on our 4000 is under the seat on the right side. Occasionally the lever gets moved on our tractor and it takes me a few minutes each time to figure out what is wrong. When in the draft position you have up or down.
