Ford 2810 Power Steering

I looked at a Ford 2810 yesterday. THe meter shows about 1200 hours. The tractor appears in over all good shape. The power steering did not seem to be working well, if at all. Does the PS work off the same hydraulic fluid that is in the transmission? There is a dip stick located right next to the gear shifts and it shows full and the fluid looks clean. Is there another dip stick anywhere that should be checked?

Any ideas would be appreciated.

Power steering is a dedicated system with the pump/reservoir mounted on the front left of the engine. Fill with New Holand 134D hydraulic oil or the equivalent. Reservoir is full when oil runs out the fill port.
