As the title says, I've got a Ford 2000 and have been struggling to get a good plow to run right, and I now think the reasoning is to something wrong with my lift system.

With the tractor off and no attachments attached, if I lift up on the leveling arm, it moves up a little bit before the lift arm on the other side "catches" and begins to raise with it.

Also, I'm pretty sure this is related and not normal - With the plow set up properly with the front plow sitting higher off the ground than the rear plow, if I lower position control all the way down, both plows sit flat on the ground instead of maintaining the same vertical spacing that they had while being held in the air.

What is the typical cause of this? Thanks

All my tractors have slop in the lift arms if you just lift one. On the 2000 and probably all tractors of any size, brand, or shape, the "rock shafts" are on opposite ends of a splined shaft that also connects to the lift piston assy. If you had slop in that splined shaft you would have one side lifting and the other side loafing. The leveling box on the right side (looking from the rear) is used to compensate for any slop or misalignment.
