After 960 hours and over 30 years my super Ford 1700 tractor's electrical warning light has started a steady flashing, on and off. The batery is fine, fully charged, all connections sound and clean. I just replaced the voltage regulator with a new one, same thing. When I unplug the voltage regulator the flashing stops. Is it the alternator? I have a simple electrical tester, how can I tell?

Check for a loose belt driving the alternator.
Many auto parts stores can test alternators. Ask if they can check yours.
Check the voltage, output terminal of the alternator ad ground. It should be higher than battery voltage. 14-15 volt range.

Normal operation for electrical light is on or off. Manual doe not mention flashing. Get an electrical schematic and trace continuity and check grounds for the alternator and voltage regulator.
