I have a Ford 1500 diesel tractor that has good fuel flow to the injector pump but on flow out at any throttle setting. Any suggestions.

Did you run out of fuel? Did you bleed everything by the instructions? How are you checking to say you don't get fuel out of the pump? Did you slightly loosen the line at the injector and spin the engine, then tighten when you see fuel?
You might try removing the output lines from the pump and then the fittings shown in the attached photo, that are in the top of the pump. Turn over the engine slowly, at some point fuel should gravity feed from the pump. Put everything back together and finish by bleeding the injector line.
