ford 1000 series will not steer well

Wonder if positraction is stuck. What to do?

easy to check! jack up both rears, with tractor off and trans in gear, spin a rear.. what does the other do?

Jacked it up in gear and both wheels respond in tandem to moving one. What is the solution to problem? How to fix? Is it a dealership fix? What next?
