FLUID LEAK ? (BRAKE)

FARM PRO 2430 4x4 (JINMA 304)
I noticed a small spot of fluid under the rear axle, & found the rubber seal where the brake rod goes in is leaking
First thought this is major malfunction because it should be dry ?
Are these seals hard to replace ?

Just wondering if a complete dismantle is required to replace this rubber seal
(Seal Cap # 300.43.013-1)
Brakes work fine, & I would guess friction plates are still good with 141 hours
Still, fluid at this location has me scratching my head.
Not leaking much, but l have a container to catch fluid to see if hydraulic or gear oil
Thinking back seals (Axle) may be leaking too

NOT GOOD NEWS
Removed drain plug on bottom of brake housing
Was expecting maybe a little oily rain water
Dark, Thick, Grungy Oil came out the little hole (Not much, maybe 3/4 oz) Gear Oil from rear end probably
Have not removed rear wheel & plate on brake housing, but I would suspect a inner seal leak. OUCH
When I cleaned & replaced gearbox fluid, I overfilled by 3+ qts, & I first suspected that caused this fluid,
but the other wheel is dry
Brakes work great, so I assume no oil has got on plates YET

I have not taken brake apart yet (Very little leak)
I did get a email post that this is a wet system
Unless I missed something here, this is a dry system ?
