This is likely a reason why building reinforcement was not done, or the time schedule stalled. Some rough math from news reports leads me to believe it would take about a $45,000 per unit one-time special assessment for the work.
I own a property in a 400+ unit HOA. Years ago we had a one-time special assessment of $7,200. Nobody likes special assessments in *any* amount.
Some of the owners revolted, refused to pay their HOA dues, lawsuits were filed, etc. It became extremely bitter with various warring factions of owners. Even fistfights. Eventually, about 20 owners lost their properties in foreclosure due to refusing to pay HOA dues. Over $1M in legal fees were accumulated, making this property the #1 in the State for the highest HOA legal bills. All over a crappy one-time special assessment of $7k. (The $7k expenditure was well justified.)
Now consider a $45k special assessment. It probably came as a surprise to the owners. A lot of people don't have that kind of money, and people don't like surprises.
