It has to do with the dump angle. Try rolling the bucket forward, putting the cutting lip on the ground and lowering applying down pressure.

Try just "feathering" the joystick (light pressure)... sometimes if it's pressed too far... too fast... it won't lift the front up...
...also... if the joystick is pushed all the way forward... it's in the "float" position...

Is it in neutral and / or the brakes off?
I called the dealer on it yesterday. He said it is due to the extra weight of the tractor and while the FEL will lift more than my B7500 did, it isn't proportionate as far as weight of tractor vs. hydraulic strength.
I can lift the front end right up if the bucket is on the ground and I curl it under, but not by pushing the joystick forward (not in float). If it comes off the ground 1" I would be surprised and it easily takes 10 seconds to get that much lift.
Brakes off and in gear (HST, though). That never made a difference with the B7500.

Rear ballast makes a big difference. I mean having an implement on the back.
I really thought my loader would lift the front of my B2910 easily, but what I was remembering was how it worked with the backhoe on the back. With the backhoe off, and only an empty dirt scoop on it, it also hardly lifts the front wheels at all...curling the bucket helps a little.
Yesterday I turned the bucket teeth down and tried lifting the front wheels off the ground while the toothbar was pushing on the ground, and I don't think the wheels lifted at all...

When I had the 2200, at first it was no problem to lift the front end, even helped with MMM removal and installation. After a while it would not lift it as much, and as you described, slowly. When I had it in for 100 hour service they changed the filter etc, it worked great again after that.
On the 23, it does it fine, right now, will wait to see later on.

Not sure about the norm, but the stock FEL (483) on my L3410, at 270 hours and 3 plus years, will only lift the front tires by about an inch off the ground, raised an inch or so further by curling the bucket. I figure such will help me changes the tires out if needed. Otherwise, I'm not sure of the practical value of raising the tractor with a FEL (and, if there was a reason, my tractor couldn't do it anyway).

I just bought an L3130 w/ 723A loader & QA HD bucket. I find it has plenty of hyd. force to lift the front end up (it's a good digger - especially compared to my old B2400), but I do have to roll the bucket forward until I at least have contact between the bucket floor and the ground. The only problem I've had so far is debris from the loader cylinders contaminating my hydraulic system (Kubota's replaced 5 so far - I wasn't happy since the problem occurred at 8.1 hrs, but my dealer support has been outstanding).

There were tiny beads contained in at least one of the cylinders, and this contamination made it through the hydraulic system. The PTO screen and hydraulic filter seem to have caught the majority (1st oil change the dealer found a lot, the second oil change had almost none). The debris in the system caused enough restriction to degrade the performance of the hydraulics. Additionally, the beads wore grooves in the piston of at least one cylinder (the dealer only took one apart), so there was substantial blow-by resulting in some loss of loader lift capacity as well as a tendency for the bucket to roll into dump without modulating the loader valve.
Are you experiencing a similar problem?
