Thats about normal for the Pacific Northwest. I see them for about 20-21,000 with a Kubota BH.

Which model Woods hoe?
The BH80-X "Groundbreaker" came with an adjustable swing speed control, a stance almost a foot wider than Kubota's BH77 (from memory), a curved boom with pre-cast (forged?) hydraulic thumb-bosses, making for an easier hydraulic thumb conversion than most. I do not believe there is any provision for even a mech. thumb, on the Kubota BH75--can't speak about the BH77.

Seems high to me but I realize cost of living is higher in NY. I bought my 2008 L3400 in 2012 with just over 200 hours on the clock. 4x4, HST, fel and BH75 hoe, came with a used 60" King Kutter tiller all for $18k. This was on ebay, not through a dealer.
It seems high to me. Another member one state away from the OP just bought an L3400 w/ BH (Albeit slight older but with less hours)for significantly less.

I missed some good deals because by brother got a GREAT deal. So with every tractor I came across I offered about what my brother paid. No deals happened. Last month there were some great deals around but I wasn't ready. Now I'm ready for a 30hp +FEL and there's no deals to be had.
There are two parts to every great deal.
1) How much $?
and
2) When?
The two parts have to happen at the same time. If you have money and time you can find great deals. If you need the tractor now you have to settle for what comes across your path.
If you are looking for a TLB in WA and OR there's a Kubota B-2620 TLB for $18,000 Kubota 2620 Tractor Loader Backhoe
I would expect an L size to be a couple thousand higher.
