I cant figure out what this is and how it works, says generator? Is it just a part of a generator?

I agree, I dont understand why a better description cant be included with the listing. There are several of these on E-bay with different sellers. All non descriptive listing.

Probably none of the sellers are sure what they have. Might have just copied another listing.

It's an ONAN generator with flathead ONAN motor, could be a CCK model engine.

ONAN generator probably gasoline for fuel.. In first one or two pics you can actually see a sparkplug on square block area on left side (engine) of generator....

Looks to be almost complete but that is not saying much...

What would bother me is statement "its stuck and air cleaner is missing and may have sat outside" that could mean rain has entered intake and gone down and maybe rusting rings to cylinder or some other dreadful thing... At best you may get it to run at worst full overhaul...A $65 dollar bid could easily turn into a $1000 rebuild....
