What if your vehicle does not have OBD let alone OBD2?In California the smog testing required to renew, includes recording the miles shown in the car's computer. All automatic - they plug into the diagnostic port.
This data is uploaded to DMV even before you pay and are handed the test results.
Some older OBD2 systems it is trivial to reset mileage and much of the US has no smog testing requirement. Safety Inspection (when needed) is a dude slapping a new sticker on the old beast, inspecting is not part of the service.
