My Task Master with a TY395 engine has a habit of lossing RPM as you work. This happens whether using the PTO or not. If you are running at 1800 it will slowly drop down to 1600. You then move it back up to 1800 until it slips again.

Is this likely just a linkage problem?

Are you talking about the hand throttle slipping back? If so my jinma with similar engine did the same thing and there is an adjustment , where it is now I forget, but was a simple device. check out the linkage it should be apparent. it was a long while back when I had to adjust mine and it has staid put..

If it is the hand throttle, there is usually a friction disk with an adjustable nut and usually a jam nut that makes the throttle lever stiff enough to hold position, check where the lever mounts to the tractor, it should be there

It is the hand throttle that is slipping. I will check the linkage.

More than likely that's what it is, like Chip said. On mine, the nut to tighten (slightly) is under the dash near the steering wheel shaft. You'll see it when you move the hand throttle linkage. Tighten that a little. I just had to do mine for the same reason.
