Electronic Pest Repellant

I’m looking for a way to keep stray dogs, squirrels, raccoons, deer, etc out of my garden. I’m considering an electric fence, and other ideas, and saw an Electronic Pest Repellant in the Northern Tools catalog. It’s supposed to emit a high pitched sound to drive them away. Has anyone ever tried one of these and of so, did it work? My guess is that it doesn’t, but I don’t want to go to all kinds of trouble to put up a fence and then find out later I could have just gotten one of these.
