The plastic side console is removed with bolts under the fender. I still think you need to remove the seat to see if there is a cutout below. I have one on my TC45D which is a deluxe model. Some of the later tractors don't have the cutout, but if you do, it will allow you to get to the PTO valve to see if it is bound up.
If you disconnect your PTO, then you can take two straight pins and put one in each wire to the PTO switch you can see by looking in beside the left rear tire. Once the pins are in place, but an alligator jumper wire between them and your tractor will start. You could also reach in there and wedge something into the switch to hold it closed since the lever is frozen. If you wedge the button down, the tractor should start so you can get it into a shop or shelter to work on. Either method should get you going, but the PTO will engage and turn as soon as the engine starts. That's why you need to disconnect anything from the PTO and stand clear of the stub.
BTW: This whole process of troubleshooting is much easier with the left rear wheel off. If it's not raining and you can jack up the rear and remove the wheel, looking for and fixing your problem will be far easier.
