Drivability issue

LS 5030C, I bought it new in 2010….it only has 530 hours

very light usage, seldom runs at more than idle.

oil change and fuel filter in 2018…fuel filter again 7/2023

if engine is warm and throttle is set at 2200 rpm, it gradually falls off to about 1400
if engine is cold and throttle is set at 2200 rpm, it will hold for 20 minutes, BUT blows blue smoke

Blue smoke is typically oil. Probably getting around the piston rings before they warm up, making a better seal. As far as the speed falling off that screams fuel delivery. Something is clogged. You just changed the filter, but would recommend the filter and a tank clean. I'm guessing there are particulates in the tank that are blocking the port. You'll need to drop the tank to clean it properly.
