I thought air brakes needed air to be engaged. So - if the engine wasn't running, the brakes "should" have been on?

No, air brakes are engaged with a strong spring, the air is used to release the brakes.
Frequently when a tractor-trailer rig parks you will hear a big "sigh" or "whoosh". That is the sound of the air releasing, allowing the springs to lock the wheels.
Big rigs have a significant air reservoir which stores compressed air. If they have an air starter, they have a very significant air reservoir.
If the truck went over while in motion, it is very possible that the driver got excited and left without setting the brakes.

Good info. With 33+ years in the fire service, I have witnessed many rolled vehicles being righted. Never has any one thought about them moving again. I passed this on to our rescue team and training. Thanks.

Why didnt those dumb *** policemen jumped on the truck to stop it, or at least steer away from the crowd ?
It doesnt take a licensed truck driver to find a brake pedal or turn a steering wheel !!
When the wife of Carl Benz took Carls tricycle, in the 1870's one of the first cars in the world, out for a family visit without him knowing, he was angry at her for taking it without consent, but was thrilled by the fact that even his wife could handle it on such a long trip
