Sounds a little fishy to me. I'm sure there bright but I don't think there is any way they can be using "3" watt LEDs. LEDs have a minimum forward voltage (Vf) that has to be met before they even turn on. They are over driving the LEDs at 24 volts if they work with 12. I bet there only 1 watt being over driven. The highest most efficient (3) watt LEDs on the market have a Vf of 3.1V @ 1500ma. So it would take 27 volts at a minimum to even turn them on. Current is what determines how bright/dim they are.

There appears to be a current control circuit. It is probable that they are in series parallel strings with electronics to to control the current.

What's the maximum rated voltage for the lights? That's what will determine their "wattage". Just because your tractor or car is not 24v doesn't mean the lights aren't 27w.

To me, the power rating should be voltage x current draw. 12v x 1.25A is nowhere near 27W. The current drops as the voltage is raised. I cannot recall the actual figure but recall it was consistant with being around 15W.
