Apparently the folks at Chrysler/Dodge are not able to program an opt out email list, or track when someone ONLY wants to receive recall information.
Last year when we got my wife's Caravan I signed up for email alerts for "Notification about safety and vehicle recall information". I specifically UNCHECKED the boxes for "Brand News & Updates", "Research" and "Service"

EVERY month since then I have received an email from Dodge advertising "Fall Savings from <DEALER> Chrysler Products" or inviting me to "Meet the All-New 2011 Dodge Durango"
2 months ago I submitted an email support ticket with corperate and was told that I would need to work directly with <DEALER>. So, I called <DEALER> and spoke to a lady who claimed to be the person responsible for send the email newsletter. She said that I would be taken off of her list.
Last month I got an email from Dodge corporate inviting me to "Get inspired with Dodge" That annoyed me enough to call the number listed at the bottom of the email and speak to someone who claimed that I would be removed from their list and that somehow my account was misconfigured.
On the 3rd of this month I got an email inviting me to inviting me to "Meet the All-New 2011 Dodge Durango". Today (Sat) I got an email letting me know about "Fall Savings from <DEALER> Chrysler Products"
Any suggestions how to get them to ONLY send me emails for recall info (short of filing a lawsuit for violating the CANspam act)?
I have looked at the FTC Complaint Assistant (https://www.ftccomplaintassistant.gov/) but it doesn't seem to match what I am trying to do.
Am I overreacting to 2 emails a month? Probably, but what I cannot seem to get through to ANYONE who I have spoken to is that their system is broken.
It is sending marketing emails to people who have requested not to get them (which would to me imply that someone is sending marketing emails to the wrong list of people OR that their system has the lists confused).
Perhaps a email to the complaints department at Vertismail (the people who appear to distribute the emails and manage the lists) is in order.
