I am going to change the oil in my TC 30 from 10W30 to 10W40 to try to stop a drip through the blow by tube. Do I need to change the filter too? It only has a few hours. Someone suggested going to the 10W40 might help.

If the filter is new, you can re-use it. Filters don't care what oil is in the machine.

Going from 10W-30 to 10W-40 will not make a lick of difference . Try straight weight 40.

Would mixing the straight weight with the 10W30 still in the system create a problem?

Yes, if you want to start it in Winter. The mixing is not the issue; a straight 40 is going to be a lot thicker at cold temperatures.

15w-40 diesel oil. the 15w should help. They do make 20w-50, non diesel, but if you change it very regularly it will work fine. Castrol 20w-50 oil comes to mind.

Use a couple of 200W magnetic heaters on the oil pan. The old Detroit Two Strokes ran straight weight oil and nobody worried about starving them for oil.

Is it making excessive blow-by or is the oil separator insufficient? Often on low rpm engines like tractors it's wire mesh or a baffle plate.
It's possible that it's slipped out of place or was removed by someone. Or it was poorly designed from the factory.
Or the sump has been overfilled, or there's diesel leaking into the oil raising the level.

A compression test would show if there's too much blow-by past the rings. If that's the problem thicker oil will be of limited value.
