It appears that the fenders are blocking removing the loader joystick on a ‘07 DJ40. Certainly this is not required, what am I missing?

To prevent removing the roll bar so that I could remove the fender , so that I could remove joystick … I managed to remove a few bolts and pry fender open enough to back out joystick bolts. Cables are short so might remove from lower valve body to gain better access.

I drilled two holes in the fender a few years ago when I needed to replace a cable. worked great. I touched up the rough edges of the holes, treated them for rust, and left them open. Worked out great and for my uses I have had no need to cover them. Hardest part was making sure I lined up the holes well enough to use. Plenty of things to reference in the area to get accurate hole placement.
