What’s the difference between a 254 and a 284 Jinma? Is it just cosmetic such as the hood, fenders, seat, etc? or are they totally different machines? What about the engines and transmissions. Thank you.

Decals and maybe price. At one time the Y385 could be supplied rated at a higher rpm which netted more HP (basically same torque at higher rpm means more HP) but ALL epa approved Y385 engines are 24HP.

What about a 254 such as a Nortrac 254 verses a Jinma 284, the hoods, dash, and fenders are different, also the power steering cylinder is in a different location, and there might be other differences that I can't see in pictures. I have seen 254's that seem identical except for decals, but then I see other new 254's and their different.

Each dealer/importer can order the particular options they want. They are not gated by the engine hp. You will have to compare each one and evaluate what value the particular options you want/need. I think the biggest decision point option is the creeper vs shuttle shift. It just becomes part of the buying decisions, along with price and service.

Well,as near as I can tell by being on these sites for 4 years or so,,is they ain't no difference and it was a trick,,tring to get a few more dollars out of us poor chinese tractor buyers,,,thingy

technically you are right they are the same. The 25 and 28HP engines were rated at different rpms but it remains a myster if they were actually tuned differently.. However the engine is currently EPA certified at 24 HP, to sell it as 28HP would most likely violatie EPA rules as either the label is wrong or the engine is not manufactured as certified. since 25HP is a class change point for EPA, I suspect the requirement for 25HP and up is higher and so they chose to set it at 24HP. Any modification to raise the HP would most certainly be a violation of federal law. (I am not an attorney and I didn't even sleep in a Holiday Inn last night so you need to make your own conclusions).
