Diesel transfer tank on a trailer

There is a rule, regulation, permit, or inspection, required for EVERYTHING in Canada.
I suspect that by carrying a small diesel tank on a trailer, you would run afoul of the small diesel tank police.

As long as they are not the large diesel tank police you are ok,, as they only speak french

Probably just fine in 49 states.
What about legality in California, and Canada?
