I really can’t tell what’s going on from looking at the picture of a truck sitting next to a diesel and gasoline pump
He's filling a large drum inside the van with diesel. The drum had a 1" strap holding it in place. I first thought he's filling farm equipment but I figured I'd ask here to get more opinions cuz it was odd.

I hauled a 55 gallon drum to the gas station for a year or two to get ORD. They don't deliver less than 100 gallons around here. When I bought new equipment with bigger tanks, I quit that and have it delivered to an IBC tote. Plastic has the advantage of not sweating or rusting like metal. My equipment all has plastic tanks.

As for the OP asking "why would anyone....?" well, hopefully there is no ammonium nitrate in the van....
