Why would anyone be filling diesel in their van? Farming equipment? Central Florida. Seemed odd.

Why not? I've seen pickups with a 300 gallon ISO TOTE in the back filling up at Walmart/Murphy.
Perhaps not legal, but if you've good air circulation it's easier.

I see that often. It’s diesel, so not very volatile.

I agree that a 45 gallon is a bit odd, but if you would see me putting gas and diesel cans in the back of my hatchback I guess you would scratch you head as well. I just crack my window and drive away.

The biggest issue is that the container is not approved for hauling diesel. The other issue with people filling IBC totes is, they are carrying over what you are "legally" aloud to carry. The limit on diesel is around 100 - 125 gallons. And gas is under 45 gallons.

For Federal (interstate) transport, 119 gallons per container, subject to a maximum of 500 gallons on one vehicle without HAZMAT licensing and permitting.

I know of some folks asserting that the limit is 1,000 gallons of diesel per vehicle, but I haven't ever seen a regulation that backs up that claim, although I have seen a number that would rule it out on weight and volume reasons.

Many states follow the Federal rules.

This section includes the requirements that the tank be permanently mounted to the vehicle and that the vehicle has two 10A:60BC fire extinguishers.

I've heard that there may be local exemptions for agricultural use, but that is going to be local.

I have no idea on the gasoline transportation limits, but personally speaking, I am not wild about having gasoline inside the passenger compartment, and I go to a lot of effort to strap the jerry can down and to drive especially carefully.

Though I have my ORD delivered, I will say I've NEVER seen any filling station attendant checking anyone as to what they are filling up... Never. I would also assume that the average station attendant don't have a clue as to what the rules are anyway and probably don't care either.
