Why would anyone be filling diesel in their van? Farming equipment? Central Florida. Seemed odd.

For Federal (interstate) transport, 119 gallons per container, subject to a maximum of 500 gallons on one vehicle without HAZMAT licensing and permitting. The biggest issue is that the container is not approved for hauling diesel. The other issue with people filling IBC totes is, they are carrying over what you are "legally" aloud to carry. The limit on diesel is around 100 - 125 gallons. And gas is under 45 gallons.
