While changing the oil on my Crapsman riding mower I didn't fill the oil filter
with oil.I filled the dipstick hole with the 62 oz. called for in the manual. Will this create any problems going forward?

Not at all.

Probably 80% of folks that change their oil don't put oil in the filter during the change. In many cases the position of the filter onto the engine prohibits the technique.

Just remove the spark plug wire and crank it over for a few seconds to fill up the filter, then start it.
