Have you considered attaching a chain/strap to hinge area of BH boom then attach to rear of tractor & attempting to pull BH erect by driving tractor fwd? I think BH weight exceeds force that outrigger cylinder can exert. OR attach different towing vehicle to BH boom while applying hyd pressure via tractor hyd's to outrigger cylinder.
