Ok. PTO always engaged so I changed the electric clutch and PTO switch witch none of these made any difference.
PTO still engaged. Turned of the mower and waited about 30 to 40 seconds and tried to start it again. Think that I may have heard a snap which I thought was a fuse.
Next thing is that the mower died. No power the the instrument panel and no nothing. Checked the 2 fusses, 20 amp main and the little 5 amp all witch are good. So now I have a new clutch new pto not two mention new blades and a mower that wont start. Where else can I look?

What is the battery voltage, measured on the battery posts?

There should also be a fusible link somewhere close to the fuse box. It is separate from the fuse block. It looks like a narrow copper band under a plastic cover. This supplies power to the whole tractor. Check this fusible link.
