That looks a lot like the blue darter dragonflies we get around our pond.

Damsel and dragon flies are cousins I guess from reading a bit. A damsel fly at rest will have its wings folded back parallel to the body. Dragon fly wings remain extended away from the body. I never really paid attention to trying to separately identify the two. Now I have to watch this summer. It isn't easy to find them resting.

Damsels have eyes on the side of the head, dragons eyes are touching in the center. Plus the wing positions at rest differ.
