Make sure line in tank is near the bottom. I had that problem and after doing some troubleshooting found that the suction line in the tank would cause the mower to run out of gas with a 1/4 tank of fuel.

See if you have an inline fuel filter that is full of air.

Twice I have had a similar problem to yours with a gravity fuel feed JD STX-38 engine that was cured by filling the transparent inline fuel filter with fuel to eliminate the air bubble.

Why a fuel filter could become air-bound and block fuel flow I can not explain but twice years apart expelling that air bubble got the fuel flowing again.

If nothing else it costs nothing to try.

many transparent fuel filters appear to operate nearly empty or empty. It's just the nature of the animal.... what often does cause fuel filter related flow problems are filter plugged, filter installed backwards or replacement with a no-name aftermarket filter. Some engines - particularly Kohlers - are extremely sensitive to substitute fuel filters.

I found the problem and it is the fuel shutoff solenoid went bad.
