Cub Cadet GT 2550, 2006 shaft drive, Can't get the cruise/parking brake to engage, only need another 1/16 on an inch to engage/lock on or cruise on

What could be the problem causing this feature being out of adjustment? In fact thar is no way of adjusting any takeup....looking for suggestions.....Also on the hydro drive, thar is a lever for engage, uningage that is only attached to a spring plate and nothing going to the cast iron drive unit, could it be that this style drive does not require this in order to move tractor? I can push tractor with no problem so I am looking at drive manual diagrams and some drives require this lever for free movement and yet other drives do not require this lever....can someone explain this? Thank you

Is is possible any debris is in the way? Otherwise possibly the brake is set a bit tight.
