cub cadet 1620 mower deck problem

Old machine 32+ years but in good shape with 16 hp Kohler: Mower /pto operates ok but when I lower the deck for close cut, it slows down considerably to almost zero rpm. Where do i begin? Worn belt or tension pulley or ?

I would think that you are the right track. If it has been a while since the deck was serviced, pull it out to clean and inspect the deck. Bearings should roll free in the idlers and spindles. The tensioner should be able to work freely to keep tension on the belt. look at the springs for damage and end wear etc.
