Cub 1860

My Cub 1860 will start but the engine will speed up, then slow down, then speed up, then die. It will then start right up just fine but start the same sequence again. I have replaced the fuel filter and air cleaner. I took the carb apart and it is clean as a pin. I checked the jets and they are fine. The crankcase line to the fuel pump seems okay. The fuel pump is new as of last year and you can see it pumping fuel up into the filter. It acts like it is running out of gas. Any ideas?

i'm nowhere close to being a mechanic, but i had a generator doing this. it turned out to be in the governor. i didn't find the solution, a technician did.

Install the filter BEFORE THE FUEL PUMP.
