I've got a 2030 that when I went to start it I had nothing when I turned the key. The battery is brand new but I hooked the charger up anyway, still nothing no lights gauges moving either. Test light shows power at starter and I can turn the engine over by jumping across at the starter with a screw driver, it'll turn over but wont start. I disconnected the wires from the starter and reconnected them I had dash lights briefly but still wouldn't engage the starter with the key in the start position. Tractor is in park

Could very well be a safety switch of some kind, like seat switch, neutral sw etc.
Grounds are also always a possible cause.
Ground wires need to be clean metal to metal.
Another trick is to squirt some WD40 into the key slot as often the lubricant inside dries up preventing contact.

Is the PTO disengaged? Mine used to stick and I had to pull the button up with pliers.

Did you check the starter fuse? Also of its not turning over, try bleeding the fuel lines where they hook to the injector.

Is the PTO disengaged? Mine used to stick and I had to pull the button up with pliers.

2030 doesn't have a pto safety switch IE engine can start with pto engaged.

No dash lights or gauges indicates poor battery cable connections. 1st thing I'd recommend is to relocate battery ground cable from rusty battery box to starter mounting bolt. Then check,clean positive cable. If it still won't start then I suggest to check neutral start switch. It's located under sheet metal that gear shift levers protrude through. Ign switch & wiring could be loosing amps & JD offered a starter relay kit for those situations as per photo.

No starter fuse, just a CB (circuit breaker) near the ignition switch. Do you have VOM meter to check voltage to/from the ignition switch?

I doubt it needs the relay kit, since it turns over jumping with a screw driver. I do agree that moving the ground should be done.

I disagree. Starter turning overfast enough to start engine by shorting across solenoid posts but not turning over by turning ign switch is exactly why JD introduced the relay kit. Sufficient voltage/amperage can be lost in tractor wiring so as not to have enough oomph to engage starter but correct installation of relay will correct that problem.

Sometimes it's faster to use a "GOOD" sturdy set of booster cables to troubleshoot. Take off negative terminal and put cable from negative battery post to a good ground spot, like on the starter housing.

It's not at all uncommon to have more than one problem at a time and that is the biggest problem.

Did you clean (ream out) the battery terminals when installing the new battery? This one area has caused me much grief (such as yours) many, times.

My 5105 was doing this, turned out to be a bad frame to ground cable connection. I cleaned frame and cable and it started right up.
