Contoller Assembly for 2638

My 2638 has a Controller Assembly under the dash attached to the fire wall (see attachment). Does anyone know what it's for? Reasong I ask is because I have no power to the intake manifold heater. Every relay that I could find checks out.

I have a 2538 (precursor model to yours) and if your control assembly is facing the seat (vs under the hood) that could be your fuse box. That's where mine is located.
