Very different soil up here, very heavy black clay that is not practical to plow for time/cost and the fact that it seems to ruin the structure of the soil and makes land wet for years after .
2 passes with a deep tiller in the fall at 3-4 inches deep and let -35 do the rest over winter then seed straight in the spring . You have to leave this land firm .
