They make a plug in thermostat that comes on at 34 and off at 42 deg F for outdoor bird baths - check google the search engine for outdoor thermostats.
Also for block heaters there's this unit http://www.energyautomationinc.com/manuals/ti060.pdf
This comes on automatically at 10 deg F or can be set up to come on by timer.
