Eldon, you should check the loader manual, not the tractor manual to find out the recommended rear ballast weight needed to reach max lift with the loader. Lower weights are not always a problem, but to get the max, you'll need that counterweight.
There's absoulutely no reason that you CAN'T load the tires to get more traction, but I doubt you'd really NEED to. Rear ballast should take care of some of the traction problems AND the ballast.
