Yeah, the "Engine Stop Knob" is a fuel shut off valve.
Hence, the picture of a gas pump with the cross through it.

I'm not sure on the Kioti, but most of the old tractors I've driven are designed to be shut off using the fuel shutoff. Usually, the key simply shuts off all electronics (lights, etc...) but the tractor keeps running till you pull the lever.

Again, not Kioti specific, but something to think about.
